Jay explains

New York requires an employer with no retirement plan of its own to enroll its employees in the state program, New York Secure Choice, which runs Roth IRAs funded by payroll deductions. The employer registers, uploads its employees and passes the deductions through; it contributes nothing and the employees can opt out. An employer that sponsors a 401(k), SIMPLE IRA or other plan certifies its exemption instead. Employers with ten or more New York employees in business for two years or more; registration windows ran from March to July 2026 by employer size, and a company past its window registers now. Registration deadlines have passed for existing employers, so a company not yet registered should register now; a new employer registers within the program's window after its first hire.

Each one adds that state's registration, employer and tax filings. A state where you only keep inventory or make sales belongs under sales tax states below, not here.
Date registered in each other state
Optional. Some states key their report to the day you registered there rather than your date of formation; without it, the formation date stands in and the calendar says so.

New York keys its report to this date. Add it and the calendar places it.
