Texas has no general charitable solicitation registration. The three categories that register are public safety organizations, veterans organizations that use paid solicitors, and law enforcement related organizations, with the Secretary of State or the Attorney General. Every other charity asking Texans for money files nothing with the state for that purpose, though it still files its Form 990 and holds its franchise tax exemption.
