Jay explains

Virginia requires an employer with no retirement plan of its own to enroll its employees in the state program, RetirePath Virginia, which runs Roth IRAs funded by payroll deductions. The employer registers, uploads its employees and passes the deductions through; it contributes nothing and the employees can opt out. An employer that sponsors a 401(k), SIMPLE IRA or other plan certifies its exemption instead. Registration deadlines have passed for existing employers, so a company not yet registered should register now; a new employer registers within the program's window after its first hire.

Optional. Some states key their report to the day you registered there rather than your date of formation; without it, the formation date stands in and the calendar says so.
