A nonprofit's board meets as its bylaws say, at least once a year under every state's nonprofit corporation law, and the Form 990 asks whether the board reviewed the return before it was filed and whether the minutes were kept. Funders read those answers. There is no fixed date; choose the month your bylaws set and add it as your own date with annual recurrence.
